Rivers Federal Release Records

Rivers Correctional Facility in Winton housed federal prisoners through a private contract with the Bureau of Prisons. GEO Group owns the property. The BOP contract ended on March 31, 2021, and prisoners were transferred as the federal government ended its use of privately operated prisons. A historical Rivers record therefore belongs to the federal system. It does not belong to the Hertford County Sheriff, the county’s recent-release process, or the North Carolina Department of Adult Correction.

A past Rivers prisoner may appear in the BOP Inmate Locator, which covers federal inmates from 1982 forward. BOP results can show name, register number, age, race, sex, release date, and location. A past release date with no current facility, or a location shown as “Released,” means the person is no longer in BOP custody. That fact does not rule out federal supervised release, later state or county custody, or immigration detention. The federal docket can supply the judgment and later release-related orders.

Confirm a Rivers Federal Release

Search by a federal identifier when possible. The BOP form accepts a BOP register number and certain other agency numbers. A name search can use optional demographic filters, but identity still must be checked with care. Rivers is not a present location choice because it closed. The goal is to find the person’s durable federal record, then read its release date and location in context.

1. Open the official BOP Inmate Locator. Search by register number when known, or use the person’s full name and available demographic filters.
2. Match the correct person by register number and identifying details. Do not join records based only on a common name.
3. Read the Release Date and Location together. “In Transit” is not release, and a future date is projected rather than completed.
4. For a past release date and “Released” location, note the record and search date. Review the federal docket when the legal order or sentence history is needed.
5. If there is reason to believe another custodian took the person, check that system separately. BOP departure does not prove freedom from all custody.

Rivers Records and Contact

Rivers has no verified active public information line or records counter in the research. The street address identifies the closed property, not an open visitation site or records office. Historical prisoner information should be requested from the agency that held the federal record, usually BOP, or obtained from the federal court file. Facility records tied to the former private contract may require the applicable BOP or contract-record process.

Do not send former Rivers release requests to the Hertford County Sheriff or DAC merely because the property is in Hertford County. Neither agency operated the former federal prison. A precise BOP request should include the full name, register number if known, custody dates, and the exact existing document sought. The federal clerk is the better source for court orders. The U.S. Marshals Service has no public person locator comparable to BOP, so a pretrial federal custody question may require the docket and custodian confirmation.

Rivers Release Record History

Rivers was a GEO Group-owned private prison under contract with BOP. The former facility was commonly described as having about 1,450 beds. Its contract expired on March 31, 2021. BOP later described the transfer of prisoners and the end of its use of privately owned prisons. This history explains why some federal records still connect a person to Rivers even though no active federal population remains there.

The figures describe separate facts, not current operating capacity. About 1,450 refers to the former BOP contract facility. The BOP locator’s 1982 coverage start refers to federal record availability. Neither number proves that Rivers now holds anyone. Search results should be dated because a historical release record can remain accurate even while a person’s current status changes.

This federal source supports historical lookup. It is not evidence of a current Rivers population or a Hertford County jail release.

Proposed Rivers ICE Records

Rivers changed from a closed former BOP contract prison to an idle property proposed for immigration detention use. An ICE request-for-information response described an available facility and GEO’s ability to activate it within 90 days after an award. That language described vendor capability. It did not prove that an award had been made, detainees had arrived, or the facility had begun operating.

July 2026 reporting described ongoing negotiations and a possible opening near the end of the year, with a proposed scale of roughly 1,400 immigration detention beds. As of July 30, 2026, the opening remained prospective and Rivers was still closed. The proposed figure must not be blended with the former federal bed count or presented as a live population. Any screenshot or status statement needs a date and a clear label: proposal or planned use, not verified operation.

Before describing Rivers as active, confirm it through an official ICE facility list and current agency information. A press report, request for information, or owner statement is not enough on its own. If activation occurs, the page would need a fresh facility phone, visiting status, field-office route, and custody source. Until then, there is no valid Rivers detainee roster to search.

Note: Rivers remained closed on the July 30, 2026 research date, and all reported immigration operations were prospective rather than verified.

Future Rivers ICE Release Search

If official sources later confirm ICE activation, the Online Detainee Locator System would replace BOP as the person-search route for the new population. ODLS searches by a nine-digit A-number plus country of birth, or by exact first and last name plus country of birth and optional birth date. ICE states that the system can include current detainees, certain people in CBP custody for more than 48 hours, and releases within the prior 60 days. Upload lag and safety or security limits can cause omissions.

ODLS does not display people under 18. A match would need identity checks and a current facility or field-office confirmation. ICE’s Detention Reporting and Information Line, 1-888-351-4024, operates on weekdays from 8:00 a.m. to 8:00 p.m. Eastern according to the research. That phone route is general ICE support. It is not evidence that Rivers is open.

Rivers and County Releases Differ

Rivers has no connection to a Hertford County 24-hour or 72-hour release list. The county does not publish such a feed, and Rivers was never the county jail. The active Hertford County Detention Center has its own sheriff records route. Calling the sheriff about a former Rivers federal prisoner sends the inquiry to the wrong custodian. Likewise, DAC Offender Search covers North Carolina prison and supervision records, not a private BOP contract prison.

The correct source follows the custody episode. Use BOP for the historical federal term, the federal docket for the judgment or release order, and the appropriate later custodian if the person moved elsewhere. Use ICE ODLS only if a real immigration custody question exists, and do not state that the person was held at Rivers unless current official records confirm both identity and location.

Old facility names create another trap. Search results may use “Rivers Correctional Institution” as well as “Rivers Correctional Facility.” The alternate label can help locate a historical record, but it does not create two sites. Both names refer to the Winton property discussed here.
